The Chhattisgarh Swachhta League (CSL) has been conceptualized as a comprehensive monitoring, assessment, and reporting framework. It functions as a centralized Management Information System (MIS) for Urban Local Bodies (ULBs), enabling them to systematically track, update, and validate sanitation, waste management, and urban cleanliness initiatives in a structured and transparent manner. Under this initiative, cleanliness assessments will no longer be conducted as a one-time annual exercise. Instead, evaluations will take place continuously throughout the year, ensuring sustained performance and regular monitoring. The framework extends beyond administrative processes by institutionalizing citizen participation as a core component of the evaluation system.
To ensure transparency, objectivity, and credibility, ULBs will be evaluated every quarter by an independent third-party agency.
